how often should I submit a website to a search engine?

It's not recommended you submit your site to the search engines. The best way to get indexed is to help the search engines find you.

You can do this by submitting an article to article directories (you can add a link to your site in the bio for the article). You can also blog about the site/page you want indexed. You can bookmark your page in any one of the web 2.0 sites (delicious, furl, etc).

Expert Advice...

Don't go for Search Engine Submissions initially. We should not force the SE's to crwal our site. If your site has good stuff content rich SE's will seek your site and crawl automatically.

Do some bookmarks, articles and press release promotions that will turn the SE's eye towards your site. Bookmarks will give quicker results. But you shouldn't over do or spam it.

If suppose they doesn't crawl your site, then do submit it for only once.
