What's the Highest Paying CPC Program for Webmasters other than Adsense that allows incentives?

I'm looking for a solid CPC program (for publishers) other than Google. Are there any programs out there that pay a good amount (higher than $0.10 per click) that allow the clicks to be incentivized? I would also be interested in them even if they cannot be incentivized. Thank you!

The best one is still Google Adsense

Why? Because no one can compete in terms of number of advertisers

More advertisers --- more competitive bidding for keywords -- keywords become more expensive -- Adsense publishers get paid more

If you want incentivized clicks, go for CPA programs instead or cost per action / affiliate programs
