Where can I get images to use in ads?

We have a school magazine that we publish monthly. The local business are not pleased with the ads that we are building for them because our graphics need are poor quality. I heard that there are graphic/photo CDs available, but I do not know where to look. I have looked on line. with no luck. I looked at website subscriptions, but they are way too expensive.
