seo experts: what site is the best seo submission site if I don't want to spend much?

Get links from other sites (ones who are already indexed in the search engines and ideally topically relevant to yours) and you don't have to submit your site to the search engines at all (in fact, it's probably better to let them find your site naturally anyway). The major search engines (Google, Yahoo, MSN, etc) will crawl the other site, see the link to your site, and then you'll get indexed. Hope this helps.
