Why my adwords campaign suspended immediately after I created it?

I created an adwords account and redeem a coupon yesterday. That coupon was accepted and the amount added to the account. It was $25. Then I added my billing preference and add my credit card information needed.



Next, I created a campaign. Just a normal campaign and not violating adwords TOS. But immediately after finish, it shown 'campaign suspended' there.



So I'm curious, it is really suspended because of any violation I made or I have not pay the $5 activation fees yet? Does it mean that I need to go to the 'make payment' and make a payment there or it had been already automatically paid the moment after I added the card info at the billing preference?



I really want to know any opinion from you out there guys. This coupon will expired in 13 more days. So I need to use it before that.
